Not exactly. Audio CDs do not have a standard file system like CD-ROMs, DVDs,
flash drives and hard drives. The audio data is intermingled with other data
streams and error-correction info in a unique binary format.

.cda files are stub files created by Windows to represent the layout of an
audio CD: the number of tracks & their durations, basically, not the actual
content. They useless to LAME. See https://en.wikipedia.org/wiki/.cda_file

LAME requires a stream of actual audio data, or the name of a file containing
audio data, as input. The very beginning of the detailed documentation at
http://lame.cvs.sourceforge.net/viewvc/lame/lame/doc/html/detailed.html 
explains what formats are supported.

To get audio data from a CD, you should use Digital Audio Extraction (DAE,
a.k.a. "ripping") software. DAE software uses special APIs to try to read the
16-bit, 44100 Hz linear PCM audio data from the disc.

The DAE software may temporarily store the PCM data in a standard container
file format such as WAV or AIFF for later, separate conversion to MP3 by LAME.
Or, the software may stream the PCM dta directly to a LAME library and write
the resulting MP3 to a file.
